Giving illegal names to his dogs, Man detained in China

A dog breeder from eastern Anhui Province has been arrested for naming 2 of his dogs as Chengguan and Xieguan. Chengguans are employed officially in urban areas to tackle low-level crimes. Xieguans are informal community workers. According to the law, naming the dogs after these signifies insulting the law enforcement personnel and the person must spend up to 10 days in an administrative detention center for this.
