In a bid to stop acts of cruelty against animals, the South Korean administration is planning to amend its civil code to grant animals legal status. Under the new rules that will soon be formulated, animal abusers and those who abandon pets will face harsher punishment. Choung Jae-min, the justice ministry's director-general of legal counsel, told the media about the country's plan to make stricter rules against acts of cruelty.
