President Ram Nath Kovind spoke about the Citizenship (Amendment) Act in his address to both Houses of Parliament at the beginning of the Budget session. He cited Mahatma Gandhi's statement on minorities in Pakistan and said It is the duty of the government of India to give them a normal life. He also lauded the government's decision to abrogate Article 370 and 35 A in Jammu and Kashmir and called the violent protests unnecessary.
