In a rare move, North Korean leader Kim Jong Un has admitted that the country's economic development plan fell short in "almost all areas". Kim has opened a congress of the ruling Workers' Party. It is only the 8th Congress in the nation with a dictatorship. "We intend to comprehensively analyse in depth... our experiences, lessons and the errors committed," the dictator said while opening the Congress.
