Terming the new Motor Vehicles Act 'too harsh', Trinamool Congress chief and West Bengal Chief Minister Mamata Banerjee said 'I can't implement this Motor Vehicle Act right now because our government officials are of the opinion that if we implement it will overburden people.' Hefty fines are not always the solution, things should be looked at from the humanitarian point of view as well,” she added.
