Modi government had already informed the US twice about the plan to revoke Article 370 and Article 35A for J&K. External Affairs Minister S Jaishankar had briefed US Secretary of State Mike Pompeo and in Feb, National Security Advisor Ajit Doval had contacted his American counterpart, John Bolton to inform about Modi govt's plans to scrap out the special status to J&K. But, the decision to bifurcate the state came later.
