PM Modi needs no citizenship certificate, he's Indian by birth: PMO's reply to an RTI query

An RTI was filed by Subhankar Sarkar, asking to see PM Modi's citizenship certificate. To which, PMO replied that PM Narendra Modi is a citizen by birth in terms of Section 3 of the Citizenship Act, 1955. As such, the question of Modi having a citizenship certificate doesn't arise. The Siasat Daily that published the story said the response given by PMO to RTI query is quite ambiguous and unclear.
