Spain's Socialists bags confusing victory in elections

Spain's governing Socialists have won elections for the 3rd time in four years, but the victory is a bit confusing as the party is still short of a majority. PM Pedro Sánchez's party registered 29%, and for a clear win, they will need the support of either left-wing Podemos and regional parties, or the center-right, to form a government. For the first time since military rule ended, Vox will enter parliament.
