Why did the Governor recommend President's rule in Maharashtra?

After Maharashtra threw up a hung assembly, President's rule was imposed in the state after President Kovind approved Governor BS Koshyari's request. This decision came after the governor sent a report to the union govt stating the President's rule must be imposed as no party or alliance was in the position to provide a stable government in the state. The governor had asked BJP, ShivSena & NCP to form government in the state.
