11 sick after suspicious letter arrives at military base

A suspicious letter has arrived at a US military base near Washington and 11people including 9 marines have fall sick following that event. Those who were exposed to the letter have complained about the bloody nose, itchy hands and some other symptoms. The building has been evacuated immediately and among the affected 11 people 3 of them are now stable. FBI and NCIS are conducting the investigation of the letter.
