38% under-five children don’t have Birth certificate in India

The Indian government has said that any document related to the date and place of birth can be submitted as a proof of citizenship for National Register. However, a large number of Indians do not have any such documents. According to the 2019 UNICEF report, there are more than 24 million children under 5 did not have their births register in India. The report says, children without birth records remain “invisible”.
