How an investigation can be initiated without FIR?: Bombay HC asks Param Bir Singh on plea against Anil Deshmukh

The Bombay High Court while hearing former Mumbai police commissioner Param Bir Singh's plea seeking direction for an "impartial and fair" CBI probe against Anil Deshmukh, asked Singh, how an investigation can be started against Deshmukh without an FIR. "These are hard facts that coming from a person who occupied the highest position in the city that this is something that should be looked into,” said Senior counsel Vikram Nankani.
