According to a top government official, India cannot prioritise reducing greenhouse gas emissions without significant funding from richer countries to assist offset the high cost of shifting to clean energy. The position of India, the world's third-largest emitter, illustrates a major issue that world leaders will face when they convene in Glasgow in late October for the UN Climate Change Conference.
