United States in talks with key actors over withdrawal of foreign forces from Libya, says US envoy

Washington's special Envoy for Libya, Richard Norland has said United States is in talks with some of the key actors in Libya over the withdrawal of foreign forces ahead of the planned elections in December. "That will be a very important development and ... very impactful, but we're not suggesting that we have to wait until next year to try to make some progress," Norland said. He said some negotiations are underway.
