Cabinet clears plan to fail students in classes V, VIII

The Cabinet approved the scrapping of the no-detention policy in schools till Class VIII. Now states can detain students in Class V and VIII if they fail. However, they will be given a second chance. The no-detention policy was a key feature of the 2010 Right to Education Act, which came into force on April 1, 2010. The cabinet also approved the HRD ministry's plan of creating 20 world-class institutions.
