The former Indian Air Force Chief PV Naik wrote to the Minister of Defense Rajnath Singh urging him to involve retired service chiefs in the selection of military heads. He wrote, "Sir, I have a small suggestion to involve ex-service chiefs to select military heads. Nobody denies that merit-based selection is best than seniority. But who determines merit? Is it the RM or PMO? They only have peripheral knowledge."
