What led to Indian students arrest in the US?

Today in the morning report of 129 Indians student arrest in the US made headlines which put the "Pay-to-stay scheme" into the spotlight. The Immigration and Customs Enforcement agents claimed that the students enrolled at a fake university allegedly to remain in that country and get CPT employment authorization to get F1 visa. If students get the job within 60 days then they can stay in the US and have to leave if they fails.
