Chelsea's two-window transfer ban upheld by FIFA

Chelsea will not be able to sign any new players for two transfer windows as FIFA upheld the ban on signing minor foreign players. Chelsea was sanctioned after an investigation into their transfer and registration of overseas players under 18 were found illegal procedures. However, Chelsea can sign under-16 players. The ban puts Eden Hazard's future in doubt with Hazard being strongly linked to leaving this summer.
