Philip Morris International paid manufacturing costs for India despite of ban

According to recently reviewed documents, Philip Morris International Inc has paid for manufacturing costs to its Indian partners for making Marlboro cigarettes despite the 9-year old ban on direct foreign investments. A year before the FDI ban Phillip Morris struck a deal with India's Godfrey Philips and it has acted as a contract manufacturer in India. However, some lawyers defended it saying it is not illegal.
