Govt's increased expenditure on salaries failed to fill the vacancies

Central Government has increased the expenditure on the salary of the civilian employees three-fold in last decade. However, that hasn't been reflected in the vacant positions. In the Group C there are maximum vacancies which is three times more than the employees hired in last 10 years. Under staffing has been a cause behind several issues in the government sector as it often manifested in inefficiency and protests.
