The Centre refused to make public records containing deliberations on the appointment of 4 Information Commissioners in the CIC, claiming it to be cabinet papers that cant be made public before the final decision. In response to an RTI application filed by activist Lokesh Batra, the govt said 256 applications were received by it in response to its ad. There are 7 Information Commissioners as against sanctioned strength of 11.
