Using tax money from the sale of recreational marijuana, the Chicago suburb of Evanston has become the first US city to make reparations available to its Black residents for past discrimination and the lingering effects of slavery. The City Council on Monday voted 8-1 to begin making good on its pledge to distribute $10 million over the next 10 years with the distribution of $400,000 to eligible Black households.
