The Calcutta High Court ruled that foreigners can now apply for Indian citizenship without a valid passport from the country of origin if they are able to furnish proper reasons for not possessing one. The court observed that although the rule contemplates that an application will not be entertained unless the application is made in Form III; which does not make the passport availability a mandatory requirement.
