More flash floods have ravaged cities in Austria, Bavaria, and eastern Germany, while Angela Merkel, the favourite to succeed the chancellor, was compelled to apologise for appearing to make fun of the disaster that has claimed the lives of more than 150 people. On Saturday evening, the Alpine region of Berchtesgadener Land announced a state of emergency after torrential rain caused flooded streets and landslides.
