North Korea's dictator leader Kim Jong has replaced minister Kim Jae Ryong whom he had named the premier about a year ago. Kim Jong also lifted a lockdown on the border city of Kaesong that was imposed after reports emerged that a former defector entered the territory from South Korea carrying the novel coronavirus. The minister was replaced amid the heavy floods in the country that have hampered the already struggling economy.
