Pakistan declined India's request to let use its airspace for PM Modi's trip to NY. It is a violation of the International Civil Aviation Organisation charter which states that unless there’s a special situation like war or other emergency conditions, singled out decisions cannot be done with regards to any individual flight. Pak can be slapped with a hefty fine if India goes to the global body against any violation.
