In Assam's Muslim-majority districts, a 'population army' will soon start distributing contraceptives to raise awareness about population management. "If population increase among Hindus in Assam was 10% from 2001 to 2011, it was 29% among Muslims," Assam state minister Himanta Biswa Sarma told the Assembly. Sarma is pursuing a pragmatic approach that prioritises education, health, and financial inclusion for the state's Muslims.
