Tuilaepa Sailele Malielegaoi, the then-Prime Minister of Samoa, refused to step down after losing a legislative election in April that would have ended his 22-year reign. However, Samoa's Court of Appeal organized a ceremony for the country's new government, officially installing Fiame Naomi Mataafa as Samoa's first female prime minister.
