Madan Kaushik, the chief of Uttarakhand BJP unit, said Tirath Singh Rawat stepped down as the state's Chief Minister due to uncertainty over bypolls. As per the rules, Rawat had to be elected to the state assembly within six months to remain the CM. However, the state administration was not in the favour of conducting bypolls in view of the Covid-19 situation, Kaushik said while hinting that a sitting MLA would fill the top post.
