Government Accountability Office, a nonpartisan congressional watchdog, said Trump admin broke the law when it withheld US security aid to Ukraine last year that had been appropriated by Congress; which was an issue at the centre of the impeachment of President Trump. The office of management & budget told the GAO that it withheld funds to ensure they were not spent in a way that could conflict with Trump's foreign policy.
