Russian President Vladimir Putin on Monday reacted strongly after Russia was banned from major sporting events for 4 years by the World Anti-Doping Agency. Putin, who was speaking in Paris after talks with his Ukrainian counterpart, said, "If there are no complaints against it, then the country should compete under the national flag. That's written in the Olympic charter. That means that, we have all the grounds to appeal."
