Delhi man violated traffic rules, fined Rs 23,000

A Delhi man was caught riding his bike without helmet. Along with that, he couldn't produce the driving license, registration certification of the motorcycle and the pollution certificate. Hence, he was fined a whopping Rs23,000 by the Gurugram police. Madan was stopped by the on-duty police personnel. However, he claimed that he hadn't broken any traffic rules and said he was charged more than he deserves.
