According to the International Energy Agency, carbon emissions will reach an all-time high in 2023, because just 2% of the pandemic recovery funding is being spent on renewable energy. So, governments all over the world have agreed to encourage "green" recovery and use pandemic-aid measures to hasten the transition away from fossil fuels. Although, several analyses have found that such expenditure will quickly fall short.
