Black man files lawsuit worth $1 million against Texas city after "humiliation" by police

A Black man named Donald Neely has filed a lawsuit worth$1 million against Galveston, a southeast Texas city and its police department for the humiliation and fear that he faced. 44-year-old Neely was sleeping on a sidewalk when he was arrested for criminal trespass and led by a rope by two white officers on horseback. “Neely felt as though he was put on display as slaves once were,” the lawsuit said.
