Why Brazil's head of state addresses UN General Assembly before others?

The General Debate for the 76th United Nations General Assembly began on September 21 and according to a unique tradition, the Head of State of Brazil is the first speaker to address the Assembly. The tradition dates back to 1947 when Brazil’s top diplomat Oswaldo Aranha presided over the First Special Session of the General Assembly. While most of the countries were reluctant to speak, Brazil volunteered to speak in 1947.
