Kokura, Hiroshima, Yokohama, Niigata, and Kyoto were on the list. In its place, Nagasaki was established. On July 25, 1945, the United Kingdom approved the bombing of four Japanese cities: Kokura, Niigata, Hiroshima, and Nagasaki.
